If you’ve been shopping payroll services for your Wisconsin or Illinois business, you’ve already seen the names: ADP, Paychex — and Payroll Freedom.
Here’s what most comparison posts won’t tell you: ADP and Paychex are excellent companies. They process more payroll than anyone in the country. If you have 500 employees and a dedicated HR department, they’re probably a good fit.
However, if you have 5–50 employees in Wisconsin or Illinois and you want someone who picks up the phone — it’s a different conversation.
This post gives you the honest trade-offs across all three.

Where ADP Wins in the Payroll Freedom vs ADP Comparison
ADP is the largest payroll provider in the country for a reason. If you need scale — a sophisticated HR portal, benefits administration, time-tracking integration across dozens of locations — ADP has infrastructure that a regional firm can’t match. Furthermore, ADP also fits businesses that want to own their payroll process end-to-end and use the platform as a tool, not a service.
Where Paychex Wins
Paychex has built a strong regional infrastructure. They have offices in the Midwest and compliance tools that work for industries with heavy state and federal requirements (construction, healthcare, restaurants). In addition, their higher-tier plans include a dedicated HR rep. That said, if you’re in a compliance-intensive vertical and want a national platform with some regional presence, Paychex is a reasonable choice.
Where Payroll Freedom Wins
We’re not the right choice for everyone. We’ll tell you that directly. But when small business owners do a Payroll Freedom vs. ADP or Payroll Freedom vs. Paychex comparison, here is where we consistently come out ahead:
- You’re a small Wisconsin or Illinois employer — 5–75 employees — and you don’t want to navigate a national support queue every time something breaks
- Your payroll is complicated — commission structures, variable comp, tip pools, mixed W-2/1099 situations — and you need a specialist who gets it right the first time
- Illinois BIPA compliance matters to your business — biometric time-tracking carries legal exposure in Illinois, and you want someone who knows the specific requirements, not just a checkbox module
- You want your payroll person and your accountant to actually talk to each other — Payroll Freedom works alongside Accounting Freedom, which means your financials and your payroll stay coordinated, not siloed
- You’re tired of being handed off — our clients work with the same specialist, not a rotating support queue
How to Choose Between Payroll Freedom, ADP, and Paychex
Before you sign with any provider, ask them three questions:
- “When I call with a payroll problem, who picks up?” — If the answer involves a ticket number, you’re in a support queue. If the answer involves a name, you’re working with a service.
- “Have you processed payroll for businesses like mine before?” — Commission structures, industry-specific comp arrangements, and Illinois-specific compliance (BIPA) are not universal. The right provider has seen your situation before.
- “What happens when I have a W-2 discrepancy in January?” — The answer to this question will tell you more about the actual service level than any sales presentation.
What This Means for Your Business
The honest ADP vs. Paychex comparison for a 5–50 person business: both are built for volume. That’s their business model. If your business runs on volume-style payroll — straightforward comp, standard pay types, large employee count — they’re well-suited for the job.
However, if you’re a 10–40 person business in Wisconsin or Illinois with payroll that requires actual attention — variable comp, compliance complexity, an owner who wants to talk to a human — you’ll ultimately spend more time managing ADP or Paychex than you expect to.
We’re happy to show you what a Payroll Freedom setup looks like for your specific situation. Schedule a call — we’ll walk through your current payroll, tell you what we’d do differently, and let you decide if it’s worth switching.
Frequently Asked Questions
Not necessarily. ADP’s per-employee pricing plus add-ons (HR modules, time tracking, benefits administration) often results in a higher total cost than a flat-rate local provider for businesses under 50 employees. Therefore, the honest answer: get quotes from both with your actual employee count and pay frequency, and compare the all-in number.
Yes. Multi-state payroll for WI and IL employers – including state income tax withholding, SUTA, and employer registrations in both states – is handled directly. This is a common situation for businesses operating across the Grafton/Milwaukee and Mundelein/Lake County corridor.
Illinois-Specific Questions
What is BIPA and why does it matter for Illinois payroll?
BIPA is the Illinois Biometric Information Privacy Act. It regulates how employers collect, store, and use biometric data – including fingerprint time clocks and facial recognition time-tracking systems. In fact, Illinois has some of the strictest biometric privacy laws in the country, and violations carry per-employee penalties. So if you’re using biometric time-tracking in Illinois, your payroll provider should be aware of BIPA compliance requirements.
How long does it take to switch payroll providers?
For most small employers, a mid-year switch takes 2-4 weeks from kickoffs to first live payroll run. Year-to-date payroll data transfers with you. Switching at the start of a new quarter or new year simplifies the math, but you do not have to.
